This question comes up on Alberta projects constantly, usually at the worst possible moment: the flight is done, the deliverable is good, and somebody in the approval chain asks who is stamping it. The honest answer is that it depends entirely on what the data is going to be used for — and that the decision should have been made before the aircraft left the ground.
What follows is how to tell which category your job is in.
Two questions that keep getting merged
There are two separate things being asked, and merging them causes most of the confusion.
The first is technical: is this data accurate enough for what we are doing with it? That is answered by control, methodology and independent check points, and it is answerable by measurement.
The second is professional: who carries the responsibility if it is wrong? That is answered by a regulated professional taking it on, in writing, under their own licence and liability.
Those are independent. A drone survey can be technically excellent and have nobody willing to stand behind it. It can also be signed off and still not be fit for a purpose nobody discussed. Getting a defensible deliverable means handling both, deliberately.
What only an Alberta Land Surveyor can do
Some work is reserved in Alberta to a licensed Alberta Land Surveyor, and no amount of aerial accuracy changes that. Broadly, it is anything that determines or reports where a legal boundary is:
- Locating or re-establishing property boundaries and survey monuments
- Plans of survey, subdivision plans and anything registered at Land Titles
- Real Property Reports
- Legal descriptions of parcels and legal rights-of-way and easements
- Statutory survey work under the province's surveys legislation
A drone can produce imagery that shows a fence, a road, a building and an occupation line to high positional accuracy. That is useful, and it is not a boundary determination. A boundary is a legal fact established from evidence, monuments and the survey record, not a feature visible from the air — and the fence very often is not on the line. If your question is "where does my land end", the answer comes from an Alberta Land Surveyor, and the Alberta Land Surveyors' Association is the authority on what falls inside that reserved scope.
What needs no sign-off at all
Most commercial drone work does not touch the reserved scope and needs no professional stamp. Typically:
- Stockpile and inventory volumes used for internal management, operations and reconciliation
- Construction progress documentation and dated site records
- Asset and structure condition inspection, including thermal
- Vegetation, encroachment and right-of-way condition mapping
- Environmental and incident documentation
- Marketing, planning and general-context imagery
Here the deliverable is a measured record, the user is the owner of the asset, and the accountability sits where it normally sits in a commercial contract. Insisting on a professional stamp for a monthly pile count adds cost and delay for nothing.
The grey zone: design and payment
Between those two is where the arguments happen. Data starts needing a professional behind it when somebody outside your organisation relies on it, or when it drives money or an engineered design:
- Earthworks quantities used for contract payment. Once a volume determines an invoice, the other party gets a say in how it was produced, and both sides usually want a professional who will defend the method.
- Topographic surfaces feeding an engineered design. The design carries an engineer's seal, and the engineer is accepting the surface underneath it. They will want to know how it was controlled before they do that.
- As-built records submitted to an approving authority. Municipalities and regulators frequently require a professional to certify what was built.
- Anything entering a legal or regulatory proceeding, where the first question asked will be about provenance and method.
In these cases the drone flight is not the problem. Aerial capture is an accepted method — civil engineers use it routinely. What matters is that a regulated professional — an Alberta Land Surveyor, or a professional engineer under APEGA depending on the deliverable — reviews the data, satisfies themselves about the control and the accuracy evidence, and accepts responsibility. That review is not a formality, and it is not something a drone contractor can perform on their own behalf.
How the work is usually split
The normal, functional arrangement on Alberta projects looks like this. We fly, process and deliver measured, georeferenced data with a full accuracy statement. Your surveyor or engineer — in-house or retained — reviews the deliverable against independent control, confirms it meets the tolerance the application needs, and takes it onto their own record.
That division is deliberate. We are a drone data provider, not a surveying firm, and we do not offer a stamp we are not licensed to give. What we do offer is data built so that a professional can accept it without redoing the work: known control, documented method, and check points they did not have to take on faith. Where a job clearly needs an Alberta Land Surveyor, the useful thing we can do is say so at quoting rather than after the invoice.
What makes a deliverable signable
A professional cannot put their name to data whose provenance they cannot see. If there is any chance your deliverable needs sign-off, require these at scoping:
- Control provenance. Where the ground control came from, who established it and on what reference. Control of unknown origin is where most sign-off requests die.
- The coordinate system and the vertical datum, named. Both of them, explicitly — see which coordinate system your drone survey should be in. "NAD83" on its own is not an answer.
- Independent check points and their residuals. Points held out of the processing and used to test the result. An equipment specification sheet is a manufacturer's claim about a good day, not evidence about your site.
- A processing report. Software, settings, camera or sensor calibration, how the surface was generated and what was filtered out of it.
- A plain statement of what the data is not. That it is not a boundary determination, and what it could not see — under canopy, under water, inside structures.

The failure worth avoiding
The expensive version of this goes: a survey is bought on price, flown without independent control, delivered as a good-looking surface, and carried through a project until an approval step asks for certification. At that point no professional will sign it, because there is nothing to review — and the fix is not a signature, it is flying it again properly. The whole cost is incurred twice because a question that takes one sentence at scoping was never asked.
The sentence is: will anybody outside this organisation have to rely on this data, and if so, who is going to take responsibility for it? Ask it before the flight and the rest of the scope writes itself.
