When an elevated asset needs looking at — a flare stack, a tower, a silo, a headframe, a tank exterior, a roof, a bridge soffit — the traditional answer is access: scaffold it, or bring in rope access or a lift, and put a person in front of it. The drone alternative gets quoted against the scaffold rental rate, decided to be roughly comparable, and dropped.
That comparison is wrong in both directions. The scaffold quote is not the scaffold cost, and the drone is not doing the same job. Here is a more honest way to run the numbers.
What scaffolding actually costs
The rental rate is the visible number and usually the smallest one. The full cost of putting a person in front of an elevated asset generally includes:
- Erection and dismantle labour. Frequently the largest single line, and it scales with height, complexity and how awkward the tie-in points are — not with how long the inspection takes.
- Engineering and design for anything beyond a straightforward configuration, plus the drawings and the sign-off.
- Standing time. The scaffold is rented for the whole period it is up, which usually far exceeds the hours anyone is actually on it.
- Scaffold inspection and tagging on its own cycle for the duration.
- Permits and planning — work-at-height permit, possible confined space or hot work interaction, exclusion zones, lift plans and crane time to get material up.
- Supervision and standby — the attendants, spotters and safety watch the access itself requires.
- Production impact. The one that dominates and gets left out: the unit down, the area barricaded, the road closed, the conveyor stopped, or the whole job pushed to a turnaround window because that is the only time access is possible.
Add those up and the ratio between the rental line and the true cost is often several times over. That is the number a drone inspection is competing against, not the rental rate.
What each price actually buys
Before the totals can be compared, the two quotes have to be priced against the same deliverable. Scaffolding buys hands on the asset. A drone buys eyes on it, and the two numbers are not interchangeable until you know which one your scope needs.
A drone inspection produces high-resolution visual and, where useful, radiometric thermal coverage of surfaces including ones nobody can safely reach, with every image geo-tagged and timestamped so findings can be located and compared against the same asset next year. What it does not do is contact work: no ultrasonic thickness readings, no coating adhesion tests, no hammer testing, no bolt torque, no repairs.
So the cost comparison is only fair for scopes where visual condition assessment is the deliverable. If the job requires contact NDT or physical work, the access cost stays in the budget either way, and the question becomes how much of it you can avoid buying.
Where the economics really live: fly first, scaffold second
The strongest case is not drone instead of scaffold. It is drone before scaffold.
The expensive pattern is scaffolding an entire structure in order to find out which parts of it have problems. Very often the answer is a few localised areas, and the rest of the access was spent confirming that things were fine.
Flown first, the inspection produces a mapped set of findings before anybody commits to access. The scaffold gets designed around the actual defects, the material list shrinks, the permit and downtime window shrinks with it, and the crew arrives knowing what they are fixing. On tall or complex assets that reordering saves more than the entire inspection costs, and it does it by reducing the access scope rather than by cutting the inspection.
It also changes the frequency conversation. Access is expensive enough that inspections get deferred to whenever the scaffold is going up anyway. Aerial inspection is cheap enough to repeat, so condition can actually be tracked between shutdowns instead of being rediscovered at the next one.
Schedule is often the bigger prize
Cost comparisons usually stop at dollars, but on live industrial sites the schedule is worth more.
Erecting scaffold on an operating asset means planning, permits, isolations, possibly a shutdown, and a queue behind every other job wanting the same window. A drone inspection is a mobilisation, a flight and a demobilisation, done without touching the structure, frequently without stopping production, and repeatable at short notice.
When a problem shows up unexpectedly — an anomaly reported, a weather event, a suspected impact — the ability to look at it this week rather than at the next turnaround is often the entire value of the option. On oil and gas and utility assets that timing difference tends to be decided by the calendar, not by the budget.
Permit to work: the cost that never appears on either quote
Neither quote prices the permit, and on a live industrial site the permit is frequently the longest and most expensive part of the job.
Scaffolded access typically triggers a stack of them, and each one costs internal hours before it costs contractor hours: a work-at-height permit, an isolation or lock-out where the scaffold ties into live equipment, an excavation or ground-disturbance permit where the base needs footings, a lift plan and crane permit to get material up, hot work if any cutting or welding is involved in the tie-ins, exclusion zones and barricading that affect adjacent crews, and confined space if the access reaches into a vessel. Those permits then have to stay live — and be re-issued each shift — for the entire standing period, not just for the hours anyone is inspecting.
A drone inspection compresses that to a much shorter list: airspace planning, a site-specific flight plan and hazard assessment, ground exclusion under the flight path, and whatever your site's general contractor entry requirements already are. No structure ties into live plant, nothing is erected, nothing is lifted, so most of the permits above simply never apply.
The difference is measured in internal hours and calendar days, and it belongs in the comparison because your own people are the ones spending them. It also carries into the safety case: the permits scaffolding needs exist because work at height is exposure, and an inspection flown remotely removes that exposure for the assessment phase rather than controlling it — which is the answer prequalification and contract safety programmes increasingly ask for.
When the access cost is unavoidable
Sometimes the scaffold total is simply the price of the job, and no comparison changes that. An honest list, because a drone operator claiming otherwise is selling:
- Contact testing is required. Thickness readings, coating tests, sample-taking, anything measured by touch.
- Repair, not inspection. If people are going to fix, coat or replace it, they need to be there.
- Extended work at one location. A task needing hours of hands-on time in one spot is a work platform, not a flight.
- Interiors too tight to fly and too dark to see — though this is where a collision-tolerant platform can change the answer; our confined-space inspection post covers that boundary.
- Airspace or site restrictions make flight impractical, though this is much rarer than assumed and is usually a planning question rather than a prohibition.
How to compare the two quotes properly
To put the options side by side without fooling yourself:
- Total the access route fully — erection, dismantle, engineering, standing time, permits, supervision, scaffold inspection, crane or lift time.
- Add the production impact in dollars, including any delay to the turnaround window.
- Add the internal hours spent planning, issuing and re-issuing the permits the access requires, for the whole standing period rather than the inspection hours.
- Against the drone quote, note what it does not include — the contact tests you will still need — and price a reduced, targeted access scope for those.
- Compare the two totals, then look at the schedule difference separately and decide what that window is worth.
Run honestly, that arithmetic sometimes says scaffold. More often it says fly first, then scaffold less.
